Energy Commission (ST) Compliance Notice
Is your facility’s energy consumption exceeding the regulatory threshold? Under Sub-section 3(3) of Act 861, any energy consumer using 21,600 Gigajoules (GJ) or more within 12 consecutive months falls under the Energy Efficiency and Conservation Act 2024 (EECA 2024) and is required to appoint a Registered Energy Manager within 3 months of notice issuance.
Four Key Obligations After Receiving Notice

Appoint REM (3 Months)
Appoint an ST-certified Grade 1 or Grade 2 Energy Manager based on facility energy consumption level.

Build EnMS (1 Year)
Establish and implement an EnMS following ST guidelines, including energy policies and a management committee.

Submit Annual Reports
Submit annual energy efficiency and conservation reports via the EMIS portal within 30 days of anniversary.

Periodic Energy Audits
Appoint a Registered Energy Auditor to submit energy audit reports every 5 years, starting 1 year from notice.
